Fitch Affirms & Withdraws FUCAC's (Uruguay) 'B' IDRs; Outlook Stable

BUENOS AIRES, Argentina — Fitch Ratings has affirmed and withdrawn Federacion Uruguaya de
Cooperativas de Ahorro y Credito’s (FUCAC) Issuer Default Ratings (IDRs)
and outstanding credit ratings as follows:
–Foreign currency IDR at ‘B’;
–Local currency IDR at ‘B’;
–Support at ’5′;
–Support rating floor ‘NF’.
Fitch also affirms FUCAC’s national long-term rating at ‘BBB-(uy)’.
The Rating Outlook is Stable.
FUCAC’s ratings are based on its improved performance over the past few
years, as well as its good capitalization and its adequate liquidity
position. The ratings also take into account its niche franchise and
FUCAC’s decision to abandon its regulatory status as a Financial
Intermediary and operate as a ‘Credit Manager Company’.
FUCAC’s performance was good in 2009, in spite of being lower than a
year before because of inflation adjustment and an extraordinary loss.
Otherwise, its profitability outperformed that of the Uruguayan banking
system.
Credit risk is the mayor risk of the company. Asset quality has
historically been somewhat weak due to FUCAC’s focus on the low-income
segment of the population. However, the loan loss reserve coverage was
so far bigger than past due loans (loans 60 days or more overdue) and
more than 100% of non-performing loans.
During 2007, FUCAC decided to abandon its regulatory status as a
Financial Intermediary due to its heavy regulatory requirements and
operate as a ‘Credit Manager Company’. As a result, it had to pay back
its deposits. New funding is based financial instruments, capital and
bank loans.
FUCAC’s balance sheet is well-matched in terms of currency and tenors
and FUCAC has maintained adequate levels of liquidity. Because of the
new funding structure the cooperative could operate with lower levels of
liquidity than the Uruguayan banking system.
According to its new regulatory status, Fucac has a lower capital
requirement, however its capitalization is solid, with an equity/assets
ratio of 52.4% at end-September 2009, higher than the banking system
(12,8%).

QI am growing onions for the first time this year. How will I know when to harvest them? A Once you see the leaves turning yellow, this shows the onions are ripening so just bend the leaves over to encourage this. Ease the onions out of the soil and leave them on the soil for a few warm dry days before stringing them up to dry off.
Q This is the first time I have grown a hanging basket. How often should I water it? A Try to never let it wilt, so every day in the summer and if it is very hot you may need to water twice a day. Mix liquid feed with the water each time.

The High Court hearing into whether the Waitara leaseholders’ lawsuit against the New Plymouth District Council should proceed to trial began in Wellington yesterday.
Headed by high-profile Auckland barrister Brian Henry, the leaseholders are seeking compensation from NPDC for financial losses suffered as a result of allegedly “negligently misleading statements” made by the council about the future of the Waitara land.
Lawyers for NPDC made its application to Justice Jillian Mallon to strike out the start of the claim yesterday afternoon, before Mr Henry began his presentation of the leaseholders’ case.
This will continue today for what is expected to be a two-day hearing. About 70 Waitara leaseholders signed up for the lawsuit

A NUNEATON man is being backed by the Home Secretary in his war on wheel clampers.
John Neal found himself among a long list of “victims” who have had their vehicles immobilised on a car park off Mill Walk, behind a row of town centre shops.
He had to stump up pounds 125 in cash to have the device removed from his car. That was last November and since then Mr Neal has mounted a campaign to highlight the way clamping firms are allowed to operate.
He has also won a county court judgement to have his fine reimbursed, although he now faces paying a pounds 50 bailiff’s fee to chase up the debt.
Mr Neal, a chalkboard artist from Higham Lane, took his complaints to Nuneaton MP Bill Olner, who has now revealed that Home Secretary Jacqui Smith is planning to tackle the problem of “rogue” clampers.
Mr Olner said: “I welcome her announcement that the Government is looking at proposals for a compulsory licensing scheme for wheel clamping companies. The measures will target the limited number of firms whose dodgy practices include excessive penalties for releasing clamped cars, clamping emergency vehicles and those belonging to disabled drivers, impounding cars unreasonably quickly after being clamped, hidden or missing signs warning drivers that clamping takes place, and a lack of any appeals process for drivers.
“The licensing of individual wheel clampers has gone a long way to improving standards.
But companies who indulge in such things as unclear signage and excessive fees should not be allowed to get away with unacceptable practices.” Mr Neal said: “In my case I was told to pay pounds 125 in cash or else my car would be towed away and then I would have to pay pounds 400 to get it back.
“I had only parked for a matter of minutes to deliver a heavy board sign to a shop, which is in Church Street but backs onto the car park..
There was no clear sign at the entrance to the car park and, although I saw two small signs on walls inside the parking area, I thought that delivery vehicles would be exempt.” Mr Neal traced the company responsible for the clamping in Mill Walk.
